PERSONNEL CHANGES For the past few years, the Village has eliminated a number of positions. None of the eliminated positions have been sworn police positions. After several positions were eliminated, some positions are being added where long-term staffing costs are more affordable that outsourcing New full-time positions in 2022: • IT Systems Analyst • Building Plans Reviewer • Fleet Mechanic With these changes, the total number of full-time positions eliminated since fiscal year 2018 is 21 positions or 7.1%. PROPERTY TAX ADJUSTMENT The property tax levy continues the Village's goal of minimizing the impact from property tax. The Village anticipates increases in the Village's equalized assessed valuation (EAV) from new development adding to the tax rolls. As a result, it is anticipated that the property tax rate will decrease by approximately 1% with the approved tax levy. Overall, with the approved tax levy, the property tax rate has decreased 29.58% from 2016.

NO NEW REVENUE SOURCES There are no new revenue sources in the approved budget. The budget continues the funding of general services with minimal property tax support.

The annual water and sewer increase has been reduced to 4.5%, consistent with the area inflation rate. A water rate study is currently in progress.
