The Village of Orland Park had a very successful 2023 and we are on track for an even more prosperous 2024.
improvements only if current revenue sources are not available. The proposed fiscal year 2024 budget includes borrowing for capital improvements. In 2023, the Village issued one bond series. The 2023 bonds were issued to funding for the Village’s capital program, including streets, facility maintenance, and water infrastructure.
The attached 2024 budget maintains the high quality Village services offered to residents while allowing for capital investment in facilities and improvements, as well as the development of other initiatives to help establish a solid foundation for the community for years to come, all while facing the economic challenges that are beyond our control. The proposed budget continues the funding of General Fund services without the use of a General Fund property tax. As a result, Village residents enjoy one of the lowest municipal tax rates in the area. The Village will continue to examine municipal services and develop strategies that enable the Village to match resources (financial, physical and human) to the desired level of service. We will continue to examine further cost cutting measures such as outsourcing options, investing in appropriate technology and equipment to improve overall efficiency, and additional examination of government consolidation and cooperation, as well as increased economic development. The fiscal year 2024 budget reflects capital expenditures of $83,097,106. In addition to resurfacing and roadway improvements, other major capital expenditures reflected in this budget are found under the Capital tab in of the proposed budget. The Village survived and thrived throughout the pandemic, which occurred on the heels of several cost cutting measures. The Village was able to weather 2020 and 2021 in a strong position. Even so, the Village continues to find ways to reduce ongoing operational costs, while investing in needed capital projects. These adjustments include: Use of Fund Balance - The Village’s General Fund Balance Policy establishes a minimum level (target range) at which the projected end-of-year available fund balance should be maintained to provide financial stability, cash flow for operations, and the assurance that the Village will be able to respond to emergencies with fiscal strength. A draw-down of fund balance is proposed. However, we anticipate the General Fund will end 2024 with over 20% fund balance, which is in compliance with the Village’s policy.

-08&3&% 1301&35: 5"9&4 The property tax levy continues the Village's goal of minimizing the impact from property tax and in fact IBT CFFO MPXFSFE . This year’s levy is 3.6% lower than last year. The Village anticipates increases in the Village's equalized assessed valuation (EAV) from new development adding to the tax rolls. As a result, it is anticipated that the property tax rate will decrease by approximately 12.31% with the approved tax levy. Overall, with the approved tax levy, the property tax rate has decreased 21.98% from 2016. /&8 3&7&/6& 4063$&4 Following an extensive financial planning process, the Village eliminated vehicle stickers and lowered the property UBY levy. To adequately fund the Village current and future capital program, a utility tax for natural gas and electricity was added, and the home rule sales tax rate was increased from 0.75% to 1.25%. Even with the additional revenue, the Village will continue to examine municipal services for efficiency, effectiveness, usefulness and sustainability, and develop options and strategies that enable the Village to match resources (financial, physical and human) to the desired level of service. 1&340//&- $)"/(&4 For the past few years, the Village has eliminated a number of positions. None of the eliminated positions have been sworn police positions. After several positions were eliminated, some positions are being added where long-term staffing costs are more affordable than outsourcing. ('0" "8"3% For over 25 years, the Village of Orland Park's Finance Department has been awarded the GFOA Distinguished Budget Presentation Award. To qualify for this award, the Village’s budget document is judged by an independent panel of reviewers to be outstanding as a financial policy document, operations guide and communications device. The recognition from the Governement Finance Officers Association is the highest given for a municipality's budget document.
45"3(6"3% 3"5*/( The Village of Orland Park received a "5-Star" Aquatic Safety Award in recognition of the Centennial Park Aquatic Center’s (CPAC) efforts as above the industry standard, reflecting a proactive approach to aquatic risk prevention. CPAC also earned a five-star safety rating, the highest rating possible, following an unannounced risk management audit by an international water safety organization. CPAC has received 5-star scores on 44 of the last 48 audits over the last 19 years.
"18" "8"3% The American Public Works Association (APWA) Awards program recognizes outstanding individuals, groups and chapters representing the best in engineering and public works. The Village's Engineering Department was awarded the Public Works Project of the Year award and recognized at the APWA Awards Recognition ceremony for the completion of the John Humphrey Sports Complex and the Doctor Marsh Prairie Path.

The Award for Outstanding Achievement in Popular Annual Financial Reporting is a prestigious national award recognizing conformance with the highest standards for preparation of state and local government popular reports. ȃ)6.1)3&: 800%4 3&4503"5*0/ 130+&$5Ȅ 3&$0(/*5*0/ The Village of Orland Park’s "Humphrey Woods Restoration Project" was recognized at the Chicago Region Trees Initiative's (CRTI) Partner Recognition Celebration hosted by the Morton Arboretum on February 9th. The Project was recognized for its support of CRTI goals by inspiring people to value trees, increasing the Chicago region’s tree canopy, reduction of invasive species and enhancement of oak ecosystems. Village Forester Georgiana Szymczak was in attendance at the ceremony. 53&& $*5: 64" The Village was recognized as a Tree City USA the 35th year in 2023. As a part of the program, the Public Works Department organized an Arbor Day Event on April 28th with the Special Recreation Program and Mayor Pekau issued an Arbor Day Proclamation. .0350/ "3#03&56. 53&& $&3&.0/: On October 3, Christopher B. Burke Engineering donated three Princeton American Elm trees to the Village of Orland Park in celebration of Morton Arboretum’s 100 year anniversary. The trees were planted just outside of Village Hall. The Medical Fitness Association (MFA) developed the Facility Certification program in 2008 following the publication of the first edition of the MFA Standards and Guidelines. This certification program is intended to provide a roadmap for facilities so that when they comply with the standards and guidelines, they should be more effective in providing a safe and effective medical fitness center for the people they serve. Certified medically integrated fitness centers feature
the professional expertise and programming necessary to effectively assist people to develop, initiate, and maintain an active lifestyle that minimizes the risk of illness and disease and promotes health and wellness. Orland Park Health & Fitness Center has achieved MFA Facility Recertification OPHFC excels in many of the critical components of the medical fitness model, as well as in other operational factors, specifically in the following areas. • Excellent upkeep of the facility in terms of maintenance, cleanliness, and renovations. • Clinical fitness programming is very comprehensive, utilizing the Power Wellness MyFitRx programs, and utilizing outcomes to guide improvements. • Staff seem to be quite engaged, friendly, and outgoing. A strong sense of positive culture was noticeable, which extended to the members. Several employees had over 20 years of tenure. There were also several examples of enhancements that originated from individuals who took the initiative to do so. • The facility and staff were very well prepared for the site visit, and the documentation was extremely well organized. • Despite not being owned by the local hospital, the facility has maintained a strong relationship with the system, especially the physical therapy department within the facility. The new ownership by the Village has also opened doors to working with other healthcare systems, and to new opportunities within the municipality. • The group exercise program seems to be thriving, with packed classes during my visit, and the overall average counts on the rise. • The attention to safety and risk management was evident, with signage, emergency equipment, and staff training all proficient. Members commonly remark on how safe they feel.

PUBLIC SAFETY The mission of the Orland Park Police Department is to enhance the quality

In 2023, the Illinois Law Enforcement Alarm System (ILEAS)supplied additional nasal narcan supply to provide to locations with repeated opioid issues.

The Ubiquiti Access Points have had new microwaves purchased and installation began in 2023 in order to convert to digital. The Orland Park Police Department is now offering AARP Safe Driver courses. The AARP Smart Driver course is the nation's largest driver safety course and is designed especially for drivers age 50 and older. Drivers will learn the most current rules of the road, defensive driving techniques and how to operate vehicles more safely in today's increasingly challenging driving environment. The Orland Park Police Department utilizes the latest technology, processes and procedures as part of the ongoing duty to provide safety services to Orland Park. "This statewide accreditation affirms what we already knew --- that the Orland Park Police Department is among the best in Illinois," said Mayor Keith Pekau. "The Orland Park Police Department is a professional, dedicated, well trained police force of which we are all very proud," the mayor said. During the three day on-site assessment the assessing chiefs from other departments used nearly 180 separate ILEAP standards to determine if Orland Park met the program's highest level of accreditation standards. The assessors assigned to Orland Park reviewed more than 1000 Orland Park Police Department documents to establish proof of compliance. "The independent assessors gave much credit to Orland Park Police Lt. David Ziolkowski who ensured that all 180 policies reflected the highest and best standards in law enforcement and to all members of the department who insure on a daily basis that the policies are faithfully carried out," said Orland Park Police Chief Eric Rossi.
The Orland Park Police Department has joined an elite group of law enforcement agencies in the State of Illinois. Orland Park joins twenty other police departments that have received the coveted Tier 2 Accreditation Status through the Illinois Law Enforcement Accreditation Program administered by the Illinois Association of Chiefs of Police. In 2015, the department moved up to the highest ILEAP Status, Tier 2, was SF BDDSFEJUFE in 2018 and has received SF BDDSFEJUBUJPO again for 20 "This is a testament to the outstanding men and women who serve the Orland Park community on a daily basis," said Orland Park Mayor Keith Pekau. "Congratulations to Chief Eric Rossi, Deputy Chief Brian West, Lt. David Ziolkowski, Police Commander Ken Rosinski and the entire department for a job well done," the mayor said. An independent team representing the chiefs' association spent three days with the Orland Park police reviewing and examining all aspects of the department policies, procedures, management, operations and support services.

10-*$& %&1"35.&/5 In 2023, the Orland Park Police Department implemented the Village's new Occupant With Autism decal program, aimed at providing crucial information to emergency responders during response calls. This initiative utilizes placement of decals and a registration system to inform first responders about individuals with autism residing in homes or as drivers or passengers in vehicles. The program offers free decals to residents of Orland Park as well as non-residents who are employed or attend school in the area. These decals can be affixed near the front door of homes and/or on the rear window of vehicles, effectively alerting law enforcement officers to the presence of an occupant with autism. By recognizing the decal, officers can draw upon their autism training and adjust their approach accordingly, understanding that the individual may not communicate, respond to verbal commands, or be aware of potential dangers. Residents who wish to participate in the program but prefer not to display the decal NBZ still do so by registering without placing the sticker on their home or vehicle. The Orland Park Police Department will then flag the address in their dispatch system, ensuring that arriving officers are aware of the presence of an individual with autism in the home. Police Chief Eric Rossi emphasized the voluntary and beneficial nature of the program, stating, “This free and voluntary database managed by the department is designed to provide peace of mind to our residents. It serves as a valuable tool for enhancing interactions involving individuals with autism and the men and women of the Orland Park Police Department,” explained Rossi. “The decals will serve as a visible notification not only to police but to all first responders.” The Orland Park Police Department remains committed to ongoing training on the best strategies and approaches for law enforcement encounters with individuals on the autism spectrum. By continuously enhancing their knowledge and understanding, the department strives to ensure the safety and well-being of all community members.

In 2023, over 32k Orland Park residents and businesses chose to receive digital communication through the Village’s MONTHLY e-news service. The Village’s Senior Newsletter continues to reach over 10,000 local seniors directly via a printed quarterly publication. In 2023, seven publications reached over 35,000 residences and business owners in Orland Park via printed copy as well as being available for digital access at orlandpark.org/newsletters. The PGGJDF is responsible for full scale, in-house video production, creating over 100 videos for the Orland Park community per annum. In-house photography services are
utilized at board meetings, Village events, for portraits and other functions. Drones are utilized for an enhanced visual experience in videos, for facility mapping and to provide a bird's eye view of the landscape to the Orland Park community. The Village’s Communications and Marketing team oversaw the update and overhaul of the Village’s website, orlandpark.org, with the intent of making information more visible, the site more functional and to update and modernize the Village’s online presence. In 2022, the project would ultimately result in Orland Park receiving the Granicus Website of the Year award. Looking forward to 2024, the department will continue to enhance community outreach while making strides to enhance print, digital and in-person efforts on behalf of the Village.

In 2023, the Human Resources Department worked diligently to support the goals and challenges of the Village by providing services that promote a work environment that is characterized by fair treatment of staff, open communication, personal accountability, trust and mutual respect. We sought to optimize the operating principles of the organization through a variety of ways. The initial segment of the Village-wide Leadership Development Program was a success. All 30 participating management and supervisory staff received valuable information on how to motivate, inspire and develop those who report to them, while also ensuring that the goals of the team align with the large goals of the organization as a whole.

The Finance Department’s mission is to professionally and responsibly manage the financial affairs of the Village, to protect and further the Village’s strong financial reputation and to effectively and efficiently provide related support services to Village residents, as well as other operating departments and decision makers of the Village. We commit to anticipate, meet and exceed the service needs of the community, decision makers and fellow employees. In 2022, the Finance Department went live with Tyler Munis Financials software system after over a year of planning and preparation. The Finance Department will be rolling out Tyler Munis Payroll and Time and Attendance software at the end of the first quarter in 2024. We successfully shifted accounts payable invoice entry from a centralized entry to decentralized, resulting in better workflow and internal controls. We reorganized the department with the cashier team and utility billing team reporting to the Financial Services Manager, and the Assistant Finance Director more focused on back office processing. The 2023-2027 utility rate study was completed in 2022. With the implementation of ClearGov in 2021, the Finance Department was able to transition to a digital budget book in 2022, which includes detailed information on the capital improvement program. The Village of Orland Park has again been awarded the GFOA Distinguished Budget Presentation Award. This is this highest recognition given by the association for budget presentation. To qualify for this award, the Village’s budget document is judged to be outstanding as a financial policy document, operations guide and communications device. In 2023, the Village of Orland Park completed the water meter exchange program by updating over 16,000 water meters throughout the Village. This project replaced aging meters and prepared the utility billing system conversion to the new Tyler Utility Billing program.

The mission of the Department of Information Technology is to support Village services by providing innovative, reliable, cost effective, and secure technology that enables Village residents and staff to quickly and effortlessly access accurate information. The department continually evaluates the systems and processes and employs helpful and competent IT personnel. To this end, the department completed over 20 projects in 2023, including the
the Village network including computers, servers, switches and firewalls. The human element of cyber security management continues with education and training of staff on best practices resulting in 1225 cyber security focused trainings in 2023 with a monthly phishing exercises having a staff click rate to 2.9%, which is a decrease from 2022’s 4.3% and well below the industry average of 16%.

The department continues to focus on cyber security initiatives that included the completion of an audit of the Village systems and IT Cybersecurity profile. Other security-focused projects that were completed in 2023 include deploying multi-factor authentication and Managed Response and Detection (MDR) with a 24x7 security operations center to monitor cyber security threats and proactively block risks for all devices connected to

The focus of accessible playgrounds is on providing equal access to play equipment and activities. While they address physical accessibility, they may not fully consider the needs of individuals with sensory, cognitive, or social-emotional disabilities. Inclusive playgrounds aim to create an environment where children of all abilities can play side by side, fostering social interaction and understanding. Inclusive playgrounds go beyond physical accessibility and strive to accommodate the diverse needs of children with sensory, cognitive, and social-emotional disabilities. They incorporate sensory play elements, such as textured surfaces, musical instruments, and interactive panels, to engage children with sensory processing disorders. Inclusive playgrounds may also feature quieter, calmer spaces for children who may become overwhelmed in more stimulating environments. The design of inclusive playgrounds considers a variety of disabilities and ensures that children with different abilities can engage in play activities together. Inclusive playgrounds often feature a mix of ground-level play elements, accessible ramps, and elevated play structures with various challenges and sensory experiences. The goal is to create an environment where children of all abilities can enjoy the same play experiences, fostering friendship, empathy, and inclusion. As a specialized playground, the cost is higher than a typical neighborhood playground. The Village has committed $250,000 towards building the playground and is partnering with Michael Schofield III, Kendall Coyne Schofield and the Kendall and Michael Schofield Family Foundation to raise funds in support of the playground. The target goal to build the playground is $746,400. We look forward to the support of community members, businesses and organizations to bring this play environment to life!

Artificial turf is more durable than grass, holds up to heavy use and will provide a consistent playing surface which is not vulnerable to rain. Additional Phase I enhancements include a new sledding IJMM additional parking, and improved conditions in newly dredged Schussler Pond. Phase II of Schussler Park includes an All-Inclusive Playground in which individuals of all ages will play and interact together. Additionally, phase II will include a pavilion, half basketball court, landscaping and site furnishings.
