FINANCE DEPARTMENT
With the appointment of a new Finance Director in mid-2024, the Village of Orland Park has continued its strong tradition of sound financial stewardship and operational excellence. The Village has maintained its AA+ credit rating from S&P Global Ratings, remains current on all financial obligations and is in full compliance with all statutory payment and financial reporting requirements. In November 2025, the Village successfully issued $40.93 million in bonds in support of the 2023 Capital Improvement Financial Plan, reflecting continued market confidence in the Village’s financial position and management practices. The Finance Department’s mission is to professionally and responsibly manage the financial affairs of the Village; to protect and further the Village’s strong financial reputation; and to effectively and efficiently provide financial and related support services to Village residents, operating departments and decision makers. The department is committed to anticipating, meeting and exceeding the service needs of the community and fellow employees. As part of its ongoing commitment to modernization and operational efficiency, the Finance Department successfully went live with the Tyler Munis Financials system in 2022, following more than a year of planning and preparation. In July 2024, the department completed implementation of Tyler Munis Payroll, Time and Attendance, further strengthening internal controls and reporting capabilities. In 2025, Finance implemented the Tyler Utility Billing and Enterprise Permits & Licensing modules. While continued configuration and refinement are underway, these systems have shown to improve process efficiency, modernize outdated workflows and enhance service delivery. Early feedback from a majority of residents has been positive. For more than 25 years, the Finance Department has received the Government Finance Officers Association (GFOA) Distinguished Budget Presentation Award. To qualify for this award, the Village’s budget document is judged to be outstanding as a financial policy document, operations guide and communications device—reflecting the department’s continued commitment to transparency, accountability and best practices in public finance.
