Capital Planning/Grants Due to the vast infrastructure to be maintained, the Public Works Department continuously assesses the condition of the infrastructure, plans for improvements, implements the improvements and evaluates the outcome. During the assessment phase, an evaluation/inspection is completed to understand the total scope of work of the assets of the Village. During the planning and implementation phases, the improvements recommended must meet the strategic plan of the Village and be accounted in the financial plan. Once approved, designs or scopes are completed that meet laws and regulations. Notification of construction is provided to the public and work is overseen by in-house staff and/or resident engineers. In addition, if opportunities for various grants become available, staff apply for those grants to lessen the burden on residents’ taxes. These grants include road improvement, parks, trees, energy, storm improvements, vehicles, safety and other smaller categories. In 2026, $1.27 million is allocated for Rebuild, IL for road improvements. From 2028-2029, over $5.06 million will be funded by Surface Transportation Program (STP) funds for resurfacing Orland Parkway, 143rd Street between Harlem Avenue and 94th Avenue as well as 131st Street from LaGrange Road to Southwest Highway. The Village is requesting 151st Street resurfacing funds as well. IDOT IDOT continues to improve Southwest Highway flooding issues between 131st Street and 135th Street with a planned 2026 completion date. IDOT is also working on Southwest Highway south of Wolf Road to complete sidewalk ADA improvement. COOK COUNTY Cook County has five areas planned for 2026 resurfacing and patch repairs. This includes 80th Avenue between 151st and 159th Streets, Wolf Road between 139th and 143rd Streets, 104th Avenue between 167th and 179th Streets, 151st Street between Wolf Road and Will-Cook Road, and 153rd Street between West Avenue and Wolf Road. In addition, Cook County is under design for 108th Avenue between 159th and 167th Streets for repairs in near future. While the Village doesn’t have road jurisdiction for some roads, both IDOT and Cook County are planning improvements in 2026.
