What a great time of year in Orland Park! Flowers are in full bloom and it is great to see everyone out and about enjoying the warm weather. We have not skipped a beat and are already gearing up for another wonderful season of great events and tasks. The village was pleased to offer curbside pickup for spring cleaning again this year. The process went smoothly and was a huge success, with over 100 tons of large household items picked up from Orland residents. The Village of Orland Park celebrated Earth Day on Saturday, April 25th with environmentally focused programs and activities. It was great to see the community come together to learn about how to make Orland Park more sustainable and environmentally friendly. We officially welcome summer to Orland Park during Memorial Day Weekend. Orland Park’s Centennial Park Aquatic Center will open for the 2015 season on Saturday, May 23rd. Check our website for membership, special events and classes offered at the pool. We will honor and remember all fallen heroes at the village’s annual Memorial Day Ceremony on May 25th. All are invited to join us at the 1 p.m. ceremony at the Veterans Memorial, Ara Pace, located at the Village Center, 147th & Ravinia. Summer in Orland Park brings many events and fun activities. We will bring back our outdoor summer concerts that have quickly become an area favorite. City Lights Orchestra will kick things off this summer at Centennial Park West. More than 15,000 households completed their Property Tax Rebate Applications. We were pleased to be able to, once again, refund a portion of residents’ property taxes. The village is working hard to alleviate traffic and make traveling throughout Orland Park a more enjoyable experience. Progress on the Illinois Department of Transportation’s widening of LaGrange Road continues and IDOT and its contractors are working steadily to complete this much needed improvement through the center of town.

Niamh Gagnon , a 1st grade student at Center School, needs support for talking and expanding her communication skills. Niamh uses her iPad with a communication application called Touch Chat as a voice output device to help with communication skills in her classroom and with her teachers and her peers. On March 5, 2015, Niamh received one of the 2015 Outstanding Student Technology Awards from Infinitec Southwest, a division of United Cerebral Palsy Seguin of Greater Chicago, for her exceptional progress using assistive technology. Jerling Junior High students memorized an incredible amount of digits of Pi during Jerling’s annual Pi Day memorization Competition. The previous school record for memorization was 313 digits. Congratulations to Jerling Junior High students Tim Gockel , 7th grade, who memorized 480 digits and Emily Ras , 7th grade, who memorized 463 digits. Orland Junior High held a fundraiser “Pack the Gym” in honor of Lauren Hill to benefit “The Cure Starts Now Foundation.” Pictured are students from OJH who purchased t-shirts for the fundraiser. Lauren was in college and on Mount St. Joseph University basketball team and has since retired due to her health continuing to decline. Lauren was diagnosed with an inoperable brain tumor. Orland Junior High raised $1,200 for “The Cure Starts Now Foundation.” 5th grade students from High Point School submitted essays for the American Association of University Women’s Writing Contest in honor of Women’s History Month. Niamh Towmey received 1st place and Nicole Kaple received 2nd place and Kaitlin Kasza received an honorable mention at the Palos Heights Library on March 12th, 2015.
Orland Park residents Connor Begley , MatthewWoodall , Matthew Schroers , Nathan Schroers , Ian Schroers , Caleb Negley and Noah Goshen are supporting the St. Baldricks Foundation for the third straight year and walking the halls of High Point School and Park Elementary with shaved heads. Since the kids began raising funds for the cause, the Band of Baldies has raised almost $10,000 in support of childhood cancer research. Great job, kids. For the past eight years, second and third graders at Prairie School have participated in a school spelling bee. This year, 75 students volunteered to put their spelling knowledge to the test. The winner needed to spell two words correctly in order to win and that is just what 1st place winner Layan Ibrahim did. She was followed in 2nd place by Amal Vazques and 3rd place by Rylee Erickson . Congratulations to all participants for trying their best.

MEET MICHAEL CARROLL, AN ORLAND PARK RESIDENT AND YOUR NEWLY ELECTED VILLAGE OF ORLAND PARK TRUSTEE Village of Orland Park Trustee Michael Carroll has lived in Orland Park since 1976. He is a graduate of Orland Jr. High, Carl Sandburg High School, Northern Illinois University as well as John Marshall Law School. Carroll was employed by the Orland Park Police Department as a Patrol/ Communications Training Officer from 1989 to 2000. After obtaining his degree from John Marshall Law School, he passed the Bar in 1995. He is currently the sole practitioner at The Law Office of Michael F. Carroll in Orland Park. He married his wife Jen (Gobeille), whose family also moved to Orland Park in 1976. They have two sons; Kevin, 13 and Danny, 11. He is no stranger to volunteer and civic commitments. This includes work with/at the Orland Park Emergency Services & Disaster Agency and time spent as a Scout leader. He is a Charter Member of the Orland Park Law Enforcement Organization, has been President as well as Secretary of the Orland Park Lions Club and is the past-President of the Southwest Bar Association. This is not Carroll’s first time as an elected official. He most recently served as Vice President of the Orland School District 135 School Board. When Trustee Carroll is not practicing law, serving as an elected official or volunteering locally, he likes to spend time with his family and friends. “I like to play the piano and guitar,” said Trustee Carroll who plays in a Jimmy Buffet tribute band called “Latitudes.” Golfing and hiking are also on his list of favorite things to do. Trustee Carroll is passionate about justice. “People should treat each other fairly and properly and should be held accountable when they don’t,” he said. “Everyone should have an equal right to enjoy their life.” He also believes that government officials should efficiently and effectively represent those who entrusted them with their authority, and should be held accountable when they don’t. “I’m passionate about keeping Orland Park as great a place to grow up in as it was when my family moved here,” added Carroll. Trustee Carroll said that he hopes that as a board member he will be well-rounded, open-minded and analytical. “I’ve lived here long enough to understand the historical significance of issues, but I’m progressive enough to consider alternatives to ‘We’ve always done it this way,’ explained Carroll. “I’ve been a resident, business owner, taxpayer and employee of the village, so I can see many sides of an issue.” “I love living in Orland Park because even though it’s become one of the larger suburbs in Chicagoland, it hasn’t lost the personality of the 18,000 population village it was when my family moved here. It has a great balance of amenities, services and culture without the hectic bustle of a larger urban area. And once LaGrange Road is completed and as the Downtown Main Street area continues to develop, it will be even more aesthetically attractive to visitors.” Welcome Trustee Carroll!

POLICE DEPARTMENT EARNS HIGHEST LEVEL OF ACCREDITATION The Orland Park Police Department has joined an elite group of law enforcement agencies in the State of Illinois. Orland Park joins eight other police departments that have received the coveted Tier 2 Accreditation Status through the Illinois Law Enforcement Accreditation Program administered by the Illinois Association of Chiefs of Police. An independent team representing the association spent two days with the Orland Park police reviewing and examining all aspects of the department policies, procedures, management, operations and support services. During the two day on-site assessment the assessing chiefs from other departments used nearly 180 separate ILEAP standards to determine if Orland Park met the program’s highest level of accreditation standards. The assessors assigned to Orland Park reviewed more than 1000 Orland Park Police Department documents to establish proof of compliance. Other police agencies at level two accreditation include Algonquin, Carbondale, Champaign, Kankakee, Lake in the Hills, Rock Island, Round Lake Beach and the University of Illinois - Urbana Police.

The Village of Orland Park Police Department has begun an application process with the National Weather Service in order to obtain Storm Ready certification for the village. The Storm Ready certification application process starts with meeting a General Forecaster from the National Weather Service. The Forecaster will guide the department through the process which ends with a visit to the village and an onsite review. In order to obtain certification, the department must comply with the following criteria: CERTIFICATION

4 Offering weather information to the residents
4 A review of the tornado siren network and activation policies 4 An inspection of weather monitoring equipment and other records 4 The department hopes to complete the process by the end of May

The Orland Park Police Department has implemented a “Crime Tips” program that will allow citizens to leave a voicemail or submit an email regarding possible criminal activity in the Orland Park area. The phone number 708-349-TIPS (8477) and email crimetips@orlandpark.org are intended to serve as an outlet for individuals who may be aware of possible criminal activity, may wish to remain anonymous, and/or believe the crime is too minor to be reported directly to an officer. Any crime in progress should still be reported to the 911 operator.

See Something. Say Something. NOW!
In conjunction with the Crime Tips program, the department is introducing a new crime reporting message called: “See Something. Say Something. Now.” The Police Department encourages the public to report suspicious or criminal activity immediately. This is a proactive approach urging the public to report criminal information as it develops and before the Police Department may be aware of it. Residents who see something that simply doesn’t seem right or is out of the ordinary should call. This could include a suspicious car or person not normally seen in the neighborhood. “See Something, Say Something, Now! is the focus message. The quicker the Police Department receives information regarding criminal activity, the better the chances we have of making an apprehension or even preventing a serious crime,” explained Orland Park Police Chief Timothy McCarthy.

VEHICLE STICKERS Village of Orland Park vehicle stickers, valid from July 1, 2015 – June 30, 2017, will go on sale Tuesday, May 26, 2015. Applications will be mailed on May 22 to residents who purchased a vehicle sticker during the previous term. Applications will also be available at the Village Hall or on the village website. All motor vehicles registered to an address within the village limits must display a current vehicle sticker on the vehicle’s front lower passenger window by June 30, 2015.

179TH TO 159TH Construction of the permanent southbound pavement, including turn lanes and intersections, will take place. New street lighting will be added from 159th Street to 167th Street as well as installation of new traffic signals throughout the corridor. IDOT and the village are coordinating various landscape and enhancement items to be constructed in 2015. Some landscaping may need to be installed in 2016 based on the species and preferred planting seasons. 159TH TO 144TH Construction of the permanent northbound pavement and temporary pavement for southbound traffic of this stretch will be implemented. Traffic will be moved to the east side in order to construct the permanent southbound pavement. Retaining wall construction will continue and side roads throughout the corridor will be constructed on the east side of LaGrange. This will include complete closures of the side roads. Detours will be posted and a minimum of seven (7) days advanced notice will be provided by IDOT. WHAT TO EXPECT IN 2015
144TH TO CREEK ROAD Retaining wall construction and pile-supported road base will continue. Construction of the permanent northbound pavement as well as construction of the intersections of 131st and 135th will take place. Temporary pavement construction will be necessary to shift traffic to the east in order to build the permanent southbound pavement.

APPEARANCE IMPROVEMENT
On March 2, 2015, the Village Board approved $20,000 in funding assistance for Grand Appliance and TV through the Appearance Improvement Grant program. These funds will be used to renovate the main facade of a building unit located within a four (4) unit shopping center at 14740 LaGrange Road. Highly visible along LaGrange Road, this shopping center has an outdated architectural appearance in need of an update. While the improvements at Grand Appliance and TV only include one of the shopping center’s four (4) retail units, its improved appearance will hopefully re-energize the site and inspire enhancements for the remaining units. Proposed exterior changes include ornamental stone columns, architectural block detail areas, new exterior light fixtures, a bi-level parapet wall, a masonry (brick- style) façade and knee wall, new building canopies and a new illuminated LED sign.

NATURE CENTER MASTER PLAN
In April 2012, the village purchased the former Pebble Creek Nursery property on LaGrange Road with funds from the Village’s Open Lands Program, with the vision to restore and preserve the land, and to convert the existing building and property to a Nature Center. The village has made tremendous progress in the last year cleaning up the site and getting it ready for restoration. The Nature Center site is a part of a larger area called the ‘Mill Creek Green Triangle,’ which is bound by 135th Street to the north, LaGrange Road to the west, and Southwest Highway to the southwest. This area is important because of its adjacency to regionally important natural areas including McGinnis Slough, known region wide
for its bird population, and Mill Creek flowage, backwaters, flood plain and wetlands. Other ‘Green Triangle’ sites that have been acquired by the village include the 7-acre ‘135th Street Wetlands’ site (2003), and the 4-acre ‘O’Malley Site’ (2011), which was originally platted as an eight lot subdivision. A draft Master Plan to guide the development and restoration of the site is now ready for review and comment. The conceptual plan was presented at a public meeting on March 10th, and was subsequently approved by the Village Board of Trustees. The conceptual plan was developed with much input from the Open Lands Commissioners, and with the assistance of consultant Planning Resources, Inc.

• Utilizes the existing building and existing driveway, which has been expanded to accommodate relocated parking spaces.

• Includes looped trail system with seating areas and restoration exhibits.
• Includes a boardwalk that extends over the existing detention area to a bird watching station.
• Improves existing building with a patio, green roof, green storm water collection system, and façade wall murals with nature themes. (Full building improvements and programming and will be determined at a later date.) STOP BULLYING MAYOR’S INITIATIVE TO
BULLYING STOPS HERE Bullying is a serious problem in homes, schools and communities. Often dismissed as an adolescent “rite of passage,” research clearly indicates bullying is learned behavior and detrimental to the academic, physical, social and emotional development of all involved – bullies, targets and the bystanders who witness it. Bullying is not only a problem of youth but is one that spans all ages. Despite volumes of research, countless “anti-bullying” programs and increased scrutiny by the media, bullying continues to pervade our culture and our schools. It is a complex social issue requiring determination, leadership and courage to address. The intent is that, by working together as a community, we can collectively put an end to bullying in Orland Park. Although it is a difficult challenge, it cannot be ignored. The Village of Orland Park, in conjunction with the Bridge Teen Center, is declaring that “Bullying Stops Here” and has adopted a resolution declaring these efforts. We hope that you will join us in our ongoing efforts to eradicate bullying in our community.

The Public Works Department is continuing with the Ash Tree Removal/Replacement Program for 2015. With just over 3,600 ash trees remaining in parkways, the department has removed over 1,200 trees since the beginning of 2015. Planting has begun for the 2015 spring season. The department has completed over 2,000 tree installations up to this spring (2015). Residents are responsible for the maintenance of the parkway trees. Even after the cold 2014-2015 winter season, we are seeing only a negligible number of newly installed trees struggle. MAKING A DIFFERENCE • IN OUR COMMUNITY •
with vision loss at Orland Park Christian Reformed Church in Orland Park. “On April 4, 1996, we had our first support group session with only four visually impaired adults in attendance,” said Kim. “We named our group “Orland Area Sight Impaired Support (OASIS).” Today, Orland Park Christian Reformed Church continues to open its doors to the OASIS support group. The support group meets at Orland Park Church on the first and third Thursdays of each month from 12:30 pm until 2:30 pm. The meeting room overflows with individuals coping with sight loss. Members of the OASIS support group have lost vision due to macular degeneration, diabetes, retinitis pigmentosa, and glaucoma. Ages of attendees range from 30 to 93. Family members are welcome to attend if the members desire. “At our OASIS support group meetings, we teach our members that even though their vision may be impaired, their lives don’t have to be,” remarked Joe. “We teach our members the importance of having faith in God to help them cope with sight loss and the obstacles they face…. we teach them to walk by faith and not by sight,” said Kim. “In 1998, Joe and I recognized there was an unmet need for rehabilitation services for people who are severely visually impaired in our Orland Park community and in the surrounding suburbs,” remarked Kim. “This unmet need coincides with our
dream of founding a rehabilitation and outreach center for adults coping with vision loss.” On July 17, 2003, OASIS for the Visually Impaired, a 501c(3) was founded. As a result, OASIS has expanded and now provides five core services: 1) Support group sessions, 2) Independent Living Skills training, 3) Information and referral services, 4) Community Education Services and 5) Life Enrichment Activities. OASIS provides free, as well as low-cost, adaptive devices to visually impaired members. Presently, OASIS houses its office in the Kusters’ condo, which inhibits the offering of other crucial services. OASIS for the Visually Impaired has a goal to open an OASISVISION Outreach Center that would provide expanded services. OASIS for the Visually Impaired welcomes donations from those who desire to make a difference in the lives of people coping with severe vision loss. Volunteers are welcomed to provide transportation to and from meetings for adults who can no longer drive due to sight loss; assist members into the meeting room, serve refreshments, read materials to members and provide a kind word of encouragement and are welcome and needed as Board members for the organization. Meet Kim & Joe Kuster, two Orland Park residents and founders of Oasis For the Visually Impaired that are Making a Difference in Our Community The Kusters are both visually impaired and have been all of their lives. Joe and Kim married in 1990, raised a daughter, and together shared a common dream of developing and founding a rehabilitation center for adults coping with sight loss in the south Chicago suburbs. Representatives in traditional costumes will prepare and serve tea twice daily, 2 p.m. and 7 p.m., Monday–Friday. Each ceremony lasts approximately 25 minutes. Along with music on the zither, a traditional Chinese instrument, more than 25 paintings illustrating Chinese culture and tea ceremony symbolism will be displayed on the second floor. Sponsored by the Orland Park Public Library, Village of Orland Park, 21st Century Institute, and Beijing, China’s municipal government, this exhibition aims to build community harmony and enhance awareness of Chinese culture.

VILLAGE OF ORLAND PARK
The Village of Orland Park is a proud commemorative partner for the Vietnam War Commemoration planned by the United States Department of Defense. The department is conducting a program to observe the 50th anniversary of the Vietnam War during the commemorative period of 2015 to 2017. As a commemorative partner, the Village of Orland Park will plan and carry out at least two events each year during the commemorative period, 2015 to 2017. These events, held across the country, will recognize, thank and honor Vietnam Veterans and their families. The Vietnam War Commemoration objectives include thanking and honoring veterans of the war including those who were held as prisoners of war, or listed as missing in action. The objectives also include highlighting the services of the armed forces during the war and pay tribute to contributions made on the home front by the people of the United States during the war. This is an effort to come together as a community to honor, thank and recognize Vietnam Veterans, their families and friends. A number of Vietnam Commemoration events are planned for Orland Park including: • The recently unveiled 2015-2017 Village of Orland Park vehicle sticker includes a design that salutes the commemoration and was approved by the Washington Headquarters Service’s Office of General Counsel. Orland Park village stickers will go on sale Tuesday, May 26, 2015. • Vietnam Veterans’ Float planned for the Orland Park Lions Club’s Annual Orland Days Parade on Sunday, May 31, 2015. Vietnam Veterans and their families are invited to accompany the float in the parade. • A community booth devoted to the 50th anniversary will be among those at the Taste of Orland Park 2015 July 31 through August 2. • The Vietnam Moving Wall will return to Orland Park October 1 through 4, 2015, and the Agent Orange Quilt of Tears will return to Orland Park and be on display in the Civic Center when the Wall is on display. Area Vietnam Veterans, their families and friends are invited to send an email to MayorsVietnamVets@orlandpark.org to be added to the village’s mailing list for Orland Park’s upcoming 50th anniversary commemoration events. The email addresses would be used only for that purpose.
