2025 Budget In Brief
ENGINEERING
IN THE WORKS (CONT.) Intergovernmental Maintenance Agreement with Cook County
McGinnis Slough Bike Path The Village is nearing the end of preliminary engineering for the McGinnis Slough bike path, which will connect pedestrians from La Grange Road west to Wolf Road through the ComEd easement in McGinnis Slough. Due to pedestrian safety concerns, the project will no longer cross Wolf Road or Will-Cook Road and instead will proceed south along Wolf Road and connect to the proposed bike path as part of the future 143rd Street Roadway Widening project. This project will stabilize Tinley Creek’s streambanks within the Village limits from 151st Street to south of 159th Street. Because Tinley Creek is within private properties, the Village must obtain temporary and permanent easements for construction and to allow the Village to maintain the creek in the future. To date, the Village has obtained 52 of the required 57 easements. In order to obtain the remaining five easements, the Village has initiated a condemnation process. A construction date will be determined once the easements are obtained. The Village anticipates the construction cost may significantly increase due to delays to complete the condemnation process. Tinley Creek Streambank Stabilization
Spur 2 Water Main Engineering is leading the design, construction, permitting and project management of the “Spur 2” Water Main. This additional waterline will provide a secondary water source in case the Village’s existing water line (40+ years old) from Oak Lawn is out of service or needs to be temporarily inactive for maintenance. The redundant waterline also provides additional water supply capacity for the Village. Construction started in late 2023 and is anticipated to be completed by 2025. A vast majority of the work, such as laying the pipes in the ground, was completed in 2024. The remaining work will be completed in 2025.
In 2022, the Village entered into an intergovernmental agreement with Cook County, which granted the Village $500,000 to design and construct projects to address maintenance and drainage issues on Cook County’s roadways within the Village. In 2023, the Village initiated
two projects using these funds: •82nd Avenue East Ditch Improvements
The goal of this project is to improve stormwater drainage on the east side of 82nd Avenue from Basswood Lane to Katy Lane near Wedgewood Estates Park. The Village anticipates design to be completed in early 2025 with bidding to follow shortly after and construction planned for summer 2025. •139th Street and Wolf Road Ditch Improvements It’s anticipated that design engineering to address nuisance roadside stormwater drainage along Wolf Road near the 139th Street intersection will be completed in mid-2025. This project will also set up the ground elevations necessary to construct the future McGinnis Slough Bike Path project.
