2025 Budget In Brief

ENGINEERING

IN THE WORKS 167th Street Bike Path (Steeplechase Parkway to 104th Avenue) In 2023, the Village was awarded approximately $1.3 million from the Chicago Metropolitan Agency for Planning (CMAP) for the construction of this project. With the previously awarded $1.7 million of federal funding, the total project cost is approximately 70% paid using federal grants. The project is in the design engineering and land acquisition stage. Construction is anticipated to begin in late 2026 or early 2027. 82nd Avenue Bike Path (Arrowhead Lane to 145th Place) Final design engineering began in late 2024. The project was awarded $1.67 million in STP funds for engineering and construction and will continue to pursue other grant funds for the remaining estimated construction cost of $379,000. Design engineering is anticipated to be completed in 2025. Construction of the path is anticipated in 2026.

Historical Preservation Projects

94th Avenue and 159th Street Safety and Intersection Improvements In 2024, the Village completed a study to investigate traffic safety issues at the intersection and recommend improvements to mitigate safety deficiencies while maintaining or improving traffic capacity. The intersection, historically, has the most crashes in the Village. The study provided potential improvements for consideration, cost estimates for each improvement and recommended sources of funding that could be pursued to fund engineering and construction. Preliminary engineering design will begin in 2025, which will be used to apply for various grants, final engineering and construction of this project. Doogan Park Redevelopment In 2024, the Recreation & Parks Department, with support from Engineering staff, finalized a conceptual plan to redevelop Doogan Park. Full design completion is expected in early 2025 with construction following in the summer of 2025.

In the summer of 2022, Engineering staff assumed project management roles for three historic preservation projects including Boley Farm, John Humphrey House and Stellwagen Farmhouse. In 2024, the Village completed the deconstruction and salvage of the Glen Boley Historic Farmstead. The plan development was completed for both the John Humphrey House and the Stellwagen Farmhouse historic properties in 2024. The John Humphrey House improvements include life safety improvements to bring the structure up to current building codes. The primary purpose of the Stellwagen Farmhouse project is to add support to the building’s structural elements. Both projects will use salvaged structural wood from the Boley Farm Deconstruction and Salvage project. These projects were bid concurrently in 2024. Bids came back higher than the funds allocated for the project. The John Humphrey House will advance to construction in 2025 and Stellwagen Farmhouse Rehabilitation at a later date when funds become available. The Recreation and Parks Department has taken over project management during construction.

153rd Street and Ravinia Avenue Roundabout

Downtown Orland Park Utility Relocations

The Village completed preliminary engineering design of a roundabout at 153rd Street and Ravinia Avenue in 2023 and received approvals from IDOT. The Village has been awarded approximately $2 million in federal grant funding to date for the construction engineering and construction of this project. Final design engineering will begin in 2025 with construction anticipated in 2026.

Engineering staff is coordinating with the project team for the Downtown Orland Park development (also known as the Triangle) at the northwest corner of 143rd Street and La Grange Road, bordered by the Metro/Norfolk Southern railroad. As planned, water, storm and sanitary main relocations will begin in 2025.
