29 Development Engineering Reviews Engineering staff conducts in-house engineering reviews for petitioned developments within the Village’s entitlements process. Development reviews are typically for new residential subdivisions and commercial construction. Engineering staff coordinates with the Development Services Department, Public Works Department and the Village’s landscaping consultant to review developments for compliance with the Metropolitan Water Reclamation District of Greater Chicago (MWRDGC) and Village codes and ordinances. Review costs are passed through to the petitioners and do not incur costs to the Village. In 2024, almost 30 development engineering reviews were completed.

The Engineering Department’s mission is to enhance transportation, utilities, safety and health in the Village by providing economical, responsive and effective professional engineering services. The department employs qualified and competent engineers, professionals, consultants and contractors who cultivate an innovative and collaborative work environment. The Engineering Department oversees the design, construction, inspections, developments, transportation and infrastructure projects. Infrastructure elements consist of roadway, traffic flow and safety improvements, bike paths and sidewalks, water main, stormwater, sanitary sewer and telecommunication services. Engineering reviews plans for residential subdivisions, commercial developments and permitted construction on individual lots. Engineering also procures and manages consultants and contractors for capital improvement projects and seeks out grant funding for the developments implementation of these projects. The Engineering Department collectively has over 110 years of engineering, consulting, inspection and administrative experience. Additionally, the Director of the Engineering Department is the ADA coordinator for the Village and represents the Village in all ADA-related matters to various government agencies and Village residents. The Engineering Department also leads the Parking and Traffic Advisory Committee (PTAC) along with the Public Works and Police Departments. The primary purpose of PTAC is to streamline and provide consistent traffic and parking solutions that are safe and comply with the Manual of Uniform Traffic Control Devices (MUTCD) and best practices of the industry.

Engineering staff reviewed approximately 240 plans in 2024 for foundation elevations, drainage and

general site grading as part of the building permit process.

Typical permits reviewed are for new residential construction on individual lots, in-ground pools and retaining walls.

235 Engineering Compliance Fence Permits Over 230 fence permits were reviewed by Engineering staff to ensure that the proposed fences were constructed in such a manner to maintain the natural surface water drainage of the properties upon which the fence is constructed or any adjoining properties.

Goals and Objectives Engineering’s overall goals and objectives of the current and future infrastructure include:

Nearly 800 scheduled site utility inspections were performed to verify compliance to the submitted plans and specifications. Numerous unscheduled inspections were also undertaken to verify job status, site conditions, erosion issues and a myriad of other issues.

• Develop a vision of future infrastructure based on expected life of existing infrastructure, potential needs and location of future developments, enhancements in technology and material and other similar long-term factors.

• First and long-term maintenance costs must provide greater than 1.0 benefit/cost ratios.

• Must be low-maintenance, durable, high-efficiency and long life with proper maintenance.

• Must include sustainable green infrastructure elements.
