LETTER FROM THE MAYOR
From longtime residents whose families have been here for generations to those new in town, to the businesses that have been here since before I was born to the ones that we just celebrated the grand openings for…each and every one is an important part of what makes our community the welcoming and prosperous environment that it is. Since the day I took my oath of office as the Mayor of Orland Park, I have done my best to promote active community involvement and provide complete transparency to the public. Within the pages of this issue of the Village of Orland Park Newsletter you will find information about upcoming events, programs and projects in Orland Park. We hope that you find it useful and informative. There are many ways to become or remain involved in your community. If you are interested in learning more about the Village and how to get involved, we have many opportunities that might be of interest to you. Learn more about it on page 14 of this publication. As always, if you have questions and/or suggestions, please reach out to any of the Village’s departments directly or visit us online at orlandpark.org.
Dear Orland Park Residents, How is it that summer 2022 has come and gone? It was wonderful to see so many of you out and about at all the numerous Village events and programs over the last few months. It is truly one of my favorite times of the year when Orland Park’s parks and facilities are full of families and fun events are in full swing. Thank you to those who came out to the Taste of Orland Park this year. I’m always taken aback by the community pride and camaraderie that encompasses this event as young and old come together for a great time all weekend long. It was such a pleasure to talk with so many of you over the course of the weekend and enjoy the food, music and activities the Taste of Orland Park provides each and every year to residents and guests. Betty and I are already looking forward to next year’s event! As we approach the fall months, I can’t help but think of how thankful I am to be a resident of this great Village. I, for one, am thankful for the outstanding sense of community we have here in Orland Park.

LETTER FROM THE CHIEF OF POLICE
to the hard work and dedication of each member of the Orland Park Police Department and their strong relationship with the private sector and commitment to work collaboratively in protecting persons and businesses against crime. With that being said, we must remain actively aware of those who seek to commit crimes in the Orland Park area. We ask that you, as residents of the community, do your part to let us know if you see anything that may seem odd or give you concern. As always, we ask that if you SEE SOMETHING, SAY SOMETHING and give us a call at (708) 349- 4111 for non-emergencies or 9-1-1 in the event of an emergency. We have enjoyed seeing many of you around the community during the numerous Village events of the summer. Thank you for joining us for the Movie in the Park, Cones with
Cops, Cookout with Cops and for your support of our fundraising efforts for Special Olympics Illinois. This year’s Cops on a Rooftop in conjunction with Dunkin’ Donuts and Special Olympics Bike Ride were a huge success thanks to your participation and involvement. Make sure to join us on social media to stay up to date with Police Department events, public safety updates and the occasional reminder to lock your doors. The Orland Park Police Department would like to thank the Orland Park community for their continuous support and collaborative efforts that strengthen our commitment to provide exemplary public safety to the residents, businesses and visitors in Orland Park.
The safety of residents and guests in Orland Park is the first and foremost priority for the Orland Park Police Department. We are proud of the fact that the Village of Orland Park currently has the lowest number of Index Crimes since 1994 and crime in Orland Park has continued to decrease. As property and violent crime rose to record levels throughout the Chicagoland area, by contrast, crime in the Village of Orland Park fell to the lowest number of index crimes in 27 years, with an overall 9.2% decrease when compared to the 2020 crime statistics. Violent crime also fell by 24%. This is a testament

VILLAGE AWARDS
POPULAR ANNUAL FINANCIAL REPORTING AWARD Government Finance Officers Association of the United States and Canada has given an Award for Outstanding Achievement in Popular Annual Financial Reporting to The Village of Orland Park for the fiscal year ended December 31st, 2020. The Award for Outstanding Achievement in Popular Annual Financial Reporting is a prestigious national award recognizing conformance with the highest standards for preparation of state and local government popular reports.
2022 GRANICUS DIGITAL GOVERNMENT WEBSITE OF THE YEAR
The Village of Orland Park undertook an overhaul of its website with the intent of making it easier for visitors to find their site and the information they need. After much collaboration and customization, the village launched a new, more modern site; the project would ultimately result in Orland Park receiving the Granicus Website of the Year award.
AMERICAN PUBLIC WORKS ASSOCIATION AWARD
The Village was awarded in 2020 and again in 2022 for the outstanding work of completing the 151st Street from Ravinia Avenue to West Avenue project. In 2023, the Village intends to apply for the APWA award for the John Humphrey Complex project.

ORLAND PARK NAMED ONE OF CHICAGO MAGAZINE’S “BEST PLACES TO LIVE” Orland Park has been named one of Chicago Magazine’s Best Places to Live in the June/July 2022 edition of the publication.

GFOA TRIPLE CROWN AWARD
Since fiscal year 2006, the Finance Department has been awarded the GFOA Distinguished Budget Presentation Award. To qualify for this award, the Village’s budget document is judged to be outstanding as a financial policy document, operations guide and communications device.
VOICE OF THE PEOPLE AWARD The Village of Orland Park is the recipient of the Voice of the People Award in the category of Excellence in Education, Arts, and Culture. The Voice of the People Awards (VOP) are the only awards given in local government based on the opinion of community residents. Selections are based on The National Community Survey (The NCS), a resident feedback assessment that focuses on the foundations of a high quality of life. The Village of Orland Park has demonstrated significant improvements and excellence on The National Community Survey. Award will be presented at the ICMA Conference on Monday, September 19, 2022.

The Orland Park History Museum is located at 14415 Beacon Avenue in Orland Park and has a large collection of artifacts pertaining to the history of the Orland Park area. The museum’s three-dimensional and textile collections consists of historic clothing, uniforms, quilts, furniture, glassware, sports memorabilia and more! PROGRAMS AND TOURS The museum offers educational programs year-round for people of all ages. Programs that are offered include historic tours, informative lectures, creative workshops, family events and much more!

HUMPHREY HOUSE FUNDRAISER
HUMPHREY HOUSE FUNDRAISER The inaugural Humphrey House fundraiser took guests on a tour through time as they visited various locations within historic Orland Park. The tour included a snapshot of the Village’s rich history. The funds raised will benefit the preservation of the Humphrey home and artifacts. The home was built in 1881 by Illinois Senator John Humphrey. When Orland Park was incorporated in 1892, Humphrey served as the town’s first mayor, holding that elected office until his death in 1914.

OUR VETERANS HONORING
On Saturday, July 16, we honored our Hometown Heroes with a ceremony at the Ara Pace Veterans Memorial followed by walking tours down Ravinia Avenue featuring 35 additional veterans’ banners. Veterans and families exchanged stories about their experiences, reflecting on their own or their loved- one’s service. Thank you to Trustee Sean Kampas for the moving speech, the Veterans Commission for hosting, the volunteers who made the event possible and to everyone who came out to support local veterans. Over 130 golfers took to the course at Silver Lake Country Club on Tuesday, August 30 for this year’s Veterans Golf Classic. The event included 18 holes of golf along with breakfast, lunch, cocktails and dinner. Proceeds from this year’s outing will benefit: • Orland Park Veterans Commission • The American Legion Orland Memorial • Post 111, the Orland-Palos VFW Post 2604 • Veterans Voices • Veteran and Military based organizations Thank you to those who joined us on the course, the generous sponsors and the community for continuing to support area veterans.

COMMUNITYCOMES TOGETHERFOR CPDOFFICERGOLDEN Chicago Police Officer Daniel Golden was shot in the back after breaking up a fight while off-duty. The single bullet to the back paralyzed Officer Golden from the waist down. The Village of Orland Park asked the community to visit the Orland Park Police Station to sign a card or drop off a gift card donation for Golden. The card and donations were delivered to Golden by Mayor Keith Pekau and Police Chief Eric Rossi. Officer Daniel Golden has since been released from the hospital and the three men involved in the fight have been charged.
Thank you to all who came together as a community to show our support for Officer Golden.
In true Orland Park fashion, the community continues to come together in support of others. Residents Kelly, John, Brian and Andy set up a lemonade stand to raise funds to benefit Chicago Police Officer Daniel Golden. Great job, kids!

COPS ON A ROOFTOP On August 19, the community showed its support for the Special Olympics Illinois at the Cops On A Rooftop fundraiser at Orland Park area Dunkin’ Donuts! Thank you for coming out and for your continued generosity.
2022 Police Department Bi-Annual Awards Ceremony During the August 15 board meeting, officers and families were honored by the Orland Park Police Department. The Police Department welcomed four new officers and a Sergeant. Many members of the Police received awards which included Exceptional Service, Unit Citation and Life Saving Medal.

MAVERICK... K9 Officer
Maverick has been with Orland Park Police Department since 2017 and has since become a valued member of the police force. Maverick underwent extensive training in South Carolina and is the first breed of its kind deployed in the State of Illinois. The Illinois Law Enforcement and Training Standards Board (ILETSB) hosts an annual drug detection certification for all police K9s. Maverick passed the Illinois Law Enforcement and Training Standards Board drug detection certification each year with flying colors. The Hanoverian Hound is a dual purpose K9 known for its ability to track suspects and missing persons, as well as detect drugs.

LEO... Therapy Dog
Leo the Labrador has been with the Orland Park Police Department since September 2021. He is trained to comfort and help reduce anxiety of trauma victims. This includes officers who witness distressing situations every day. “There is a need for services such as this here in Orland Park,” said Orland Park Police Chief Eric Rossi. “The rise in mental-health related cases and other cases that may cause distress make having a program such as this one a necessity,” explained Rossi. The program itself is free of cost, with the exception of a $100 therapy dog certification. Orland Park Assistant Support Services Manager Rich Miller underwent training as part of the program in order to become Leo’s trainer. “I am glad to be a part of the program which will bring comfort and relief to those in need,” said Miller.

Orland Park’s annual Turkey Trot is a holiday mainstay, growing in popularity each year. This year marks the event’s 34th year. The chip timed race is held on Thanksgiving morning and has become a highly anticipated tradition for many Orland Park residents and their guests looking to kick off the holiday with a brisk run before sitting down to their annual feasts. All race participants receive a long-sleeved dri-fit race shirt, refreshments and are entered into a post-race drawing for prizes.
This race features a 2.5-mile cross-country course that takes runners and walkers through paved roads, paths and wooded areas of Orland Park, including the infamous hill of the John Humphry Woods. Registration is available online at orlandpark.org/register and in-person at the Orland Park Sportsplex, located at 11351 W 159th Street, or at the Frederick T. Owens Village Hall, located at 14700 S. Ravinia Avenue. Those 18 years and older must sign their own registration form. No day of race registration will be accepted. This event fills up quickly so REGISTER EARLY! Event fee is non-refundable.

THE HOLIDAY PARADE IS BACK The Village of Orland Park officially welcomes the holiday season with the annual Holiday Festival, Holiday Parade and Tree Lighting ceremony on Sunday, November 27 at the Orland Park Village Center, 14700 South Ravinia Avenue. The holiday parade is back! Join us as community groups and businesses show off their floats and welcome the holiday season. “Coming together as a community to welcome the holiday season is a long-standing tradition in Orland Park,” said Mayor Keith Pekau. “I look forward to spending the festive occasion with residents again this year as we gather to celebrate the season.” Full festivities begin at 4 PM with a holiday parade down Ravinia Avenue from 151st Street to the official Village Christmas tree at Village Hall. Schools, businesses, community groups and organizations are invited to participate in the parade. A limited number of spots remain. & PARADE
Join Mayor Pekau and Santa for the official lighting of the holiday tree and spectacular lawn decor which will take place at 5 PM in the Village circle. The tree lighting includes a walk- through of the holiday décor. Be sure to check out the community trees, generously donated by the Orland Park Lions Club. The community trees were “adopted” and decorated by local area groups, families, businesses and organizations. The Orland Park Lions Club will be at the event selling trees from 10 AM -7 PM on November 27. 2022 GRANT FUNDING
2022 GRANT FUNDING FOR ROADDESIGNANDCONSTRUCTION
The Engineering Department has multiple ongoing capital improvement projects throughout the Village of Orland Park that will improve bicycle, pedestrian and vehicular travel and safety throughout the Village. Below is an update on the projects that include the grant funding secured and applied for to fund the design and construction of the projects. The Village seeks and applies for local, federal and state funding on an ongoing basis in an effort to reduce the project cost burden for the Village.
104th Avenue Multi-Use Path (159th Street to 163rd Place) Design Engineering In July 2022, the Cook County Board of Commissioners approved grant funding through Cook County Motor Fuel Tax (MFT) for transportation-related projects. The Village of Orland Park will receive $486,500 for the construction of an 8-ft. wide multi-use path. The Village was previously awarded $1,352,000 in Illinois Transportation Enhancement Program (ITEP) funding and the project is expected to be bid in the fall of 2022 through the Illinois Department of Transportation (IDOT). Final design engineering is being finalized in an effort to get the project to construction. It is anticipated that construction would begin in the spring of 2023 and completed by the fall of 2023.

The preliminary engineering phase of the project is anticipated to be completed in early 2023.
The Village of Orland Park’s grant funding application successfully competed against 80 other applications and was selected for participation in the 2022 Invest-in-Cook Program. Cook County awarded $148,000 to the Village for the design engineering of the McGinnis Slough multi-use path. The path is proposed to go through the Commonwealth Edison easement north of the slough and connect to existing parks and sidewalks near Wolf Road.

2022 GRANT FUNDING SECURED GRANTS Southwest Conference of Mayors - Draft STP Funding Program The Surface Transportation Program (STP) provides funding to municipalities for projects on the Federal-Aid Highway System. Northeastern Illinois is divided into 11 Council of Mayors, which are allocated STP funding for local transportation projects. The Village of Orland Park receives its allocation from the Southwest Conference of Mayors (SCM). SCM released their draft list of Surface Transportation Program (STP) funding in early July 2022. We are delighted to report that the Village’s efforts for securing grants for Village projects have been very successful. The Village is grateful for being selected for the consideration of receiving approximately $20 million in STP funding for the 18 Orland Park projects. The final program will be approved in the fall of 2022 following the public comment period and subsequent approval by SCM and the Chicagoland Metropolitan Agency for Planning (CMAP).

Yes, but village ordinance only allows for one (1) recreational vehicle per residence. Vehicle must be parked on the driveway, not in grass or gravel, and may not block the sidewalk.
No, all garbage must be placed at the curb in a covered container with a tight fitting lid. Garbage cans may only be placed at the curb for 24 hours from placement to retrieval of cans. WHAT HAPPENED TO THE ELECTRICAL AGGREGATION PROGRAM IN ORLAND PARK? The Village of Orland Park Board of Trustees declined to renew the Electrical Municipal Aggregation Program. The power market is volatile; therefore, the proposed agreement did not result in cost savings to residents or business owners. The Village will monitor aggregation pricing and may reengage the Electrical Municipal Aggregation Program in future years if it provides benefit. All residents in Orland Park, without their own private supplier, will continue paying the ComEd rate. Throughout the duration of the aggregation program, there was no change ComEd (800) 334-7661 if they have any issues. WHO TRIMS MY PARKWAY TREES?
Although residential parkway is Village of Orland Park property, the trees must be trimmed by the homeowner. By ordinance, trees must have an eight (8) foot clearance from the ground and sidewalks.
