LETTER FROM THE MAYOR

Dear Orland Park Residents, As summer continues, I find myself reflecting on what truly makes Orland Park such a special place. It’s not just our parks, programs and events, but the people who bring them to life. From the volunteers who generously give their time to the staff who work tirelessly behind the scenes and the residents who continue to support one another, your commitment to this community is what makes Orland Park thrive. I am proud to serve as your Mayor and grateful for all that we accomplish together. Thank you to everyone who joined us in celebrating America’s 250th Anniversary and Independence Day. Our Independence Day Celebration and Veterans Run & Walk brought thousands of residents, families and visitors together to honor our nation. I also want to thank everyone who has made our Thursday Concerts at the Park and Centennial Park West Concert Series such a tremendous success. Please visit the calendar on page 2 for upcoming events and continue to participate and make these events vibrant and welcoming for all. I am also grateful to everyone who attended our recent Mayor’s community events and discussions. These gatherings provide valuable opportunities to connect, exchange ideas and strengthen partnerships that benefit Orland Park. My sincere thanks to Illinois State Representative Patrick Sheehan, Jan Król and Krzysztof Zoltek of the Polish Highlanders Alliance of North America and Michał Arciszewski from the Consulate General of Poland for joining us and contributing to meaningful conversations about our community and its future. As we look ahead, I encourage golfers and supporters of our veterans to register for the upcoming Veterans Golf Classic. This event is a wonderful way to support those who have served our country while enjoying a great day on the course. Registration is limited to144 golfers, so I encourage anyone interested to reserve a spot soon. Orland Park continues to grow and move forward in exciting ways. From new development and investment to projects that strengthen our local economy and enhance quality of life, there is much to look forward to. Join us for Mayor Dodge’s Veterans Golf Classic on Tuesday, September 22, at Silver Lake Country Club for a memorable day of golf and community support. Proceeds from the event will benefit the Orland Park Veterans Commission, local veterans and active-duty military organizations, including American Legion Orland Memorial Post 111, Reber-Tesmond Orland-Palos Veterans of Foreign Wars Post 2604 and other area veterans and military groups, helping support those who have served our country.

Special Olympics Torch Run Members of the Orland Park Police Department proudly participated in the 2026 Special Olympics Torch Run, carrying the Flame of Hope through our community alongside fellow law enforcement agencies. Thank you to everyone who cheered on the runners and supported this incredible cause. Every step helps raise awareness and support for the athletes of Special Olympics Illinois. Cookout with Cops Thank you to those who stopped by Veterans Park and Brentwood Park for our annual summer Cookout with Cops events. These events are great opportunities to connect with officers and the community. Duckling Rescue Mission There was quite a commotion when several ducklings took an unexpected detour into a sewer drain. As the rescue efforts unfolded, a very worried mama duck looked on nearby, keeping a close eye on her babies and the crews working to save them. Thanks to the outstanding work of our Animal Control, Fire Department and Public Works crews, the ducklings were rescued and reunited with their relieved mother! This rescue is a reminder that no call is too small and that teamwork makes a difference for all our residents, including the feathered ones. Great job to all involved!

The OP Alert Emergency Notification System is a high speed telephone communication service powered by Everbridge that the Village uses to notify residents and businesses of an emergency or urgent situation that requires immediate attention. Residents and businesses are urged to complete the OP Alert notification enrollment and update their contact information. Required information includes first and last name, street address (physical address, no P.O. boxes), city, state, ZIP code and primary phone number. Additional phone numbers, email address and text messaging are optional. All businesses should register, as well as all individuals who have an unlisted phone number, have changed their phone number or address within the last year or use a cellular phone as their primary telephone number. The information you provide is used by the Village of Orland Park for notification purposes only. Your information will be kept confidential and will never be sold or disclosed to others. Downtown Orland Park Update: University of Chicago Development

reliable revenues that fund our public spaces,” said Mayor Jim Dodge.

The Village of Orland Park announced a milestone advancement for Downtown Orland Park: a new ground lease with the University of Chicago Medical Center (UCMC) for an additional multi-story medical facility paired with an Amended and Restated Redevelopment Agreement with E&R Development LLC (Edwards Realty). Together, these agreements deliver a long-term medical anchor, a new medical facility, enhanced restaurant and retail activation, guaranteed public parking access and recurring revenues dedicated to Heroes Park. Building on its decade-long commitment to the Orland Park community, UCMC will construct a new state-of the-art musculoskeletal center of approximately 80,000 to 120,000 square feet on Parcel E, a 1.5-acre site at the northwest corner of 143rd St. and LaGrange Road. The multi-story facility will deliver a full range of medical services to the south suburban region. The facility will also incorporate between 3,000 and 9,000 square feet of complementary ground-floor retail to activate the pedestrian streetscape along the planned Heroes Park. “This agreement is the result of careful, intentional planning, and it reflects the caliber of development our residents deserve. The University of Chicago Medicine has been a cornerstone of this community for years, and this expansion deepens a partnership we are incredibly proud of. It strengthens our community’s health, energizes our local economy and sets the stage for everything we are building in this corridor. This plan delivers what residents have asked for: a vibrant downtown with strong daytime activity, welcoming restaurants and retail near Heroes Park and

The agreement establishes predictable, recurring revenue streams dedicated to Heroes Park, the signature public green space at the centerpiece of the downtown district. The plan secures $10.16 million in ground rent over 25 years and $322,500 annually from UCMC’s lease of 215 garage stalls, revenues the Village will use to offset Heroes Park construction, debt service and ongoing operations, reducing pressure on the Village’s General Fund. Dodge noted that Heroes Park will serve as the connective tissue of the entire district, drawing residents, workers and visitors alike and creating the kind of lively, active environment that allows surrounding businesses to thrive throughout the day. Construction of Heroes Park is targeted to begin in late summer 2026, with completion planned for summer 2027.

Public parking access remains a central commitment. The existing approximately 547-stall parking garage will remain open to the public on evenings, weekends and holidays. Should UCMC exercise its option to purchase the garage at a future date, the Village will retain those same public access windows and a proportional cost sharing arrangement. The adjacent 207-stall surface lot will likewise be available to the public outside of UCMC’s peak daytime hours. Amended and Restated Edwards Redevelopment Agreement: Key Provisions The Amended and Restated Redevelopment Agreement with Edwards Realty restructures the original March 2025 agreement to reflect UCMC’s role while preserving the developer’s rights throughout the broader project. Key improvements include: Stronger Long-Term Anchor: The UCMC medical facility replaces earlier concepts, bringing high-frequency daytime foot traffic, hundreds of well-paying jobs and national brand draw. Construction Safeguard: A 24-month structural steel commencement trigger is in place. If UCMC does not begin construction within two years of the agreement’s effective date, development rights revert to Edwards Realty and the Village retains full flexibility. Performing Arts Center: Parcel C is prioritized for a performing arts center as a public anchor, giving the Village a defined period to conduct a feasibility study. TIF District: The Village will establish the Downtown Orland Park East Redevelopment Project Area and TIF District, activating parcels north of 143rd St. from LaGrange Road to John Humphrey Drive. Transparent Funding and Safeguards: Open-book TIF, phased notes and repayment-credit mechanics offer better control and auditability than the 2025 framework. Park and Public Realm Guarantees: Heroes Park is defined as a public amenity with a perpetual park covenant and a Special Service Area (SSA) to backstop long-term maintenance, improving amenity continuity. “It is a privilege to work alongside Mayor Dodge’s administration and the Village of Orland Park on a project of this significance. We are deeply grateful for the Village’s vision and guidance throughout this process. This is a true partnership, and our shared commitment has always been to create a downtown destination that every resident of Orland Park can enjoy and take pride in. We are proud to be part of making that a reality,” said Ramzi Hassan, president of Edwards Realty.

Schussler Park All-Inclusive Playground

The Village of Orland Park invited the community to a ribbon-cutting ceremony for the new inclusive playground at Schussler Park on June 22 (14609 Poplar Road). Special guests included Sandburg High School alumna, two-time Olympic gold medalist and two-time Walter Cup champion Kendall Coyne Schofield and Super Bowl champion Michael Schofield. Construction on Schussler Park Phase II began in February 2026 and includes a new inclusive playground, half basketball court and picnic pavilion, transforming the park into a more accessible, welcoming and family-friendly destination. “This project reflects our commitment to creating spaces where everyone feels welcome,” said Mayor Jim Dodge. “By improving accessibility and adding inclusive features, we are ensuring Schussler Park serves residents of all abilities.”

Funding for the project was made possible in part through a $600,000 Illinois Department of Natural Resources (IDNR) Open Space Lands Acquisition and Development (OSLAD) grant.

The grant helped offset construction costs and allowed the Village to expand accessibility features beyond the project’s original scope.

Designed as an inclusive playground from the start, the new play area exceeds Americans with Disabilities Act (ADA) requirements and serves children of all abilities. Integrated play features encourage children to play together while supporting a wide range of physical, sensory, cognitive, social and emotional needs. Sensory rich elements, quiet spaces and accessible ramped pathways allow children to engage with the playground in ways that best match their abilities and comfort levels.

Northwestern Medicine The Village is thrilled to share that Northwestern Medicine has submitted plans to build a new, state-of-the-art $275 million Cancer Care Center at their Orland Park campus! This proposed 4-story, 315,000-square-foot facility will expand world-class oncology services right here in our community, ensuring our residents have access to the best care close to home. “Welcoming this state-of-the-art cancer center means world-class care right here in Orland Park, creating local jobs, and ensuring our residents have access to premier medical services when they need them most,” said Mayor Jim Dodge.

“Our new proactive, open-for-business leadership is delivering real results for our community. We are committed to fostering an environment where top-tier organizations like Northwestern Medicine want to grow, invest and create jobs in Orland Park.”

This proposal is planned to be added to the agendas of the upcoming Village meeting: - Committee of the Whole (COW) & Board of Trustees (BOT) Meetings: Monday, August 17 We look forward to sharing more updates as this project moves through the review process!

Former Riviera Country Club Property The Village is pleased to share that the Village of Orland Park has formally closed on a portion of the former Riviera Country Club property. The Village purchased the entire site except Signature Barn, which remains under its current private ownership. The Village also acquired the parcel where Opa Greek Restaurant is located. Opa and Signature Barn will continue to operate as they have. Public Works crews have been onsite securing the building and grounds including locking entry points, installing cameras and addressing immediate safety issues. When the former Riviera Country Club property was put up for sale, several parties expressed interest in acquiring it for differing concepts, including a private community center

and higher‑density residential. Recognizing a unique opportunity, the Village acted to align the site’s future with public, community‑serving uses, with a focus on expanding athletic and recreational opportunities for this area of Orland Park. Over the coming months, the Village will launch a feasibility study to determine the best ways to provide additional recreation/athletic training opportunities for residents. Community engagement will be essential, so please look for upcoming surveys, open houses and regular updates from the Village. In the meantime, please continue supporting beloved local businesses, Opa Greek Restaurant and Signature Barn.

Mayor Jim Dodge recently hosted Lunch with the Mayor at the Orland Park Public Library alongside Illinois State Representative Patrick Sheehan, where residents gathered to discuss public safety and affordability. He also hosted Pierogi with the Mayor at Signature Barn Banquet Hall featuring special guests Jan Król and Krzysztof Zoltek of the Polish Highlanders Alliance of North America and Michał Arciszewski from the Consulate General of Poland, where community members discussed the Polish Constitution, the proposed Polish American Cultural Center and the strong Polish-American community in Orland Park. These events continue to provide residents with opportunities to connect with local leaders, ask questions and participate in meaningful conversations about issues impacting the community. Polish‑American Cultural Initiatives The Village of Orland Park had the privilege of welcoming Jan Król and Krzysztof Zoltek from the Polish Highlanders Alliance of North America, Polish Member of Parliament Janusz Kowalski and State Senator Michael E. Hastings for a conversation about the future of Polish‑American cultural initiatives in our community. On Sunday July 5, Mayor Dodge and Polish Member of Parliament Janusz Kowalski attended the annual Polish Highlanders Alliance of North America picnic. On Monday July 6, a meeting was hosted by Mayor Jim Dodge and Senator Hastings, who together emphasized the importance of strengthening cultural connections and supporting the region’s vibrant Polish‑American population. One of the central topics of discussion was the ongoing proposal for a Polish Cultural Center in Orland Park, an exciting project that continues to gain momentum thanks to the

dedication of local advocates and strong regional partnerships. Recent correspondence and community engagement efforts reflect growing enthusiasm around establishing a year‑round cultural anchor that would serve families across the Southland. The Village extends its appreciation to our guests for their collaboration and thoughtful dialogue. Orland Park is proud to be a welcoming home to diverse cultural communities, and we look forward to the next steps as we work together on opportunities that enrich our entire region culturally, socially and economically.

Centennial Park West 7.11 Concert -- Featuring Mellencougar (John Cougar Mellencamp Tribute), Journeyman: A Tribute to Eric Clapton and Chicago Rewired (Chicago Tribute), CPW was the place to be in Orland Park.

With over 3,000 fans in attendance, these concerts were an excellent way to celebrate the summer!

COMMUNITY PRIDE APRIL COMMUNITY ORGANIZATION OF THE MONTH -- >> -- Christmas Without Cancer was recognized as the Village of Orland Park’s April 2026 Community Organization of the Month at the April 20 Meeting of the Village Board. Christmas Without Cancer was founded in 2003 by retired oncology nurse Gerri Neylon, beginning as a simple kitchen-table effort to bring holiday joy to a local family facing cancer, and has since grown into a meaningful source of hope for hundreds of families across the Southland region. The organization provides essential financial assistance and everyday support, including housing costs, tuition, childcare, medication and travel expenses for treatment, so families can focus on what matters most: healing. Christmas Without Cancer President Renee Copeland and Board Member Jen Clancy were presented with the Community Organization of the Month award.

<< -- MAY COMMUNITY ORGANIZATION OF THE MONTH -- Toy Box Connection was recognized as the Village of Orland Park’s May 2026 Community Organization of the Month at the May 4 Committee of the Whole meeting. Toy Box Connection distributes donated toys, books and resources to children in need, including pediatric patients, foster children and families facing hardship. Through year-round giving, community events and partnerships across the Southland and beyond, the organization continues to bring joy, comfort and support to children and families. Director of Toy Box Connection, Michelle Maxia, was presented with the Community Organization of the Month award.

JUNE BUSINESS OF THE MONTH -- >> -- Orland Square was recognized as the Village of Orland Park’s June 2026 Business of the Month. The mall, located at 288 Orland Square Drive, is celebrating 50 years of providing shopping, dining and entertainment and is a defining landmark in Orland Park. General Manager Jeff Burnett was presented with the Business of the Month award.

A huge congratulations and thank you to our outstanding Communications & Marketing Department! Their hard work, expertise and commitment to excellence made this accomplishment possible.
